Our Approach.

Better decisions begin with how value is defined.

Institutions make decisions through structures that determine what is recognised as valuable, which evidence matters, how competing priorities are considered and who holds authority.

These arrangements shape more than individual decisions. They influence the outcomes institutions produce and the possibilities those outcomes create.

At Empowered By Us, we examine the relationship between value, decision architecture and institutional practice; and design approaches that strengthen how systems make decisions and translate commitments into action.

BEYOND THE PRESENTING PROBLEM

The problem is not always where it appears.

A policy may be well intentioned yet difficult to implement. An assessment process may be technically robust yet overlook important dimensions of value. An institution may formally commit to an objective while operating through rules that constrain its achievement.

These are not always failures of evidence, consultation or implementation.

Sometimes the decision architecture itself is the problem.

We examine how institutional mandates, incentives, assumptions, decision criteria and operational arrangements interact — distinguishing challenges that can be addressed within existing structures from those requiring the structures themselves to change.

Developed by Sophie H. Turner, Value Navigation Architecture (VNA) is a methodology for examining how competing definitions of value, institutional priorities and system constraints influence decisions.

Emerging from work in rare disease policy and access to innovation, VNA addresses challenges that cannot be resolved through stakeholder participation or additional evidence alone.

It examines how value is defined, how competing considerations are weighed and how institutional arrangements can be designed to produce legitimate, accountable and workable decisions.

Diagnose Misalignment

Identify where evidence requirements, institutional incentives, stakeholder priorities and operational constraints diverge, and how those differences influence decisions and outcomes.

Examine Competing Rationales of Value

Make explicit the assumptions, definitions of value and trade-offs shaping institutional choices. Distinguish legitimate competing priorities from structural limitations or decision criteria that warrant reconsideration.

Design Pathways to Alignment

Develop decision structures, governance arrangements and policy approaches that address competing requirements while maintaining legitimacy, accountability and practical feasibility.

FROM ANALYSIS TO ACTION

Solutions must work beyond the framework.

A compelling recommendation is not the same as an implementable solution.

We design with attention to the institutional environments in which decisions must be made: legal mandates, governance responsibilities, political and economic constraints, operational capacity and the people affected by the resulting arrangements.

The objective is not alignment for its own sake. It is to develop credible, accountable and workable systems capable of producing better decisions and outcomes.
